That is why they dont want to work for UK Gov. Even if they were paying at market rate, the whole internal politics, policy and bureaucracy and not getting things done will not be attractive enough for talents.

It is a very sad state of things. UK Gov have no idea of how anything should cost, throwing money out and only to learn they was not what they wanted or after.
